Online Residence Registration through Alipay and 警察叔叔 App

As the Asian Games Hangzhou approaches, the Hangzhou Municipal Public Security Bureau requires every foreigner to register their residence in person at the local police station each time they return from abroad. This regulation has caused inconvenience to some foreigners who frequently need to travel abroad. In our recent service practice, we found that online residence registration for expats in Hangzhou through Alipay or the Police Uncle App (Jingchashu App) can be a good solution. The registration steps are as follows:

Please note: Some users have reported that the photo upload function does not work properly in the Alipay mini-program. If you encounter this issue, you can download the Police Uncle App (Jingchashu App) and refer to Part 2 of this guide for instructions.

Part 1: Alipay - Hangzhou Expat Residence Registration

Step 1: Open Alipay and search for "jingchashushu" (correct pinyin for "Police Uncle").
(Note: Sometimes the photo upload function fails in the Alipay mini-app. If this happens, try downloading the Police Uncle App (Jingchashu App) instead.)

Step 2: Click on the first search result labeled "警察叔叔" (Police Uncle).

Step 3: Open the "警察叔叔" (Police Uncle) mini-app in Alipay.

Step 4: Click on "境外人员" (Expats) in the mini-app.

Step 5: Click on "住宿登记申报" (Residence Registration Declaration).

Step 6: Click on "New Record" to start a new registration.

Step 7: Fill in all required information. For certificate images, you can upload:
- Passport personal information page
- Visa page
- Last entry stamp page (page with your latest entry record to China)
After completing the form, click "Next" to submit.

Part 2: Police Uncle App (Jingchashu App) - Hangzhou Residence Registration

Step 1: Download the "警察叔叔" (Police Uncle / Jingchashu) App from your phone's app store.

Step 2: Select your preferred login method on the App's login page.

Step 3: Enter your phone number, check the user agreement box below the number, click "登录" (Login), and complete the face verification as required.

Step 4: Click on "境外人员" (Expats) in the App.

Step 5: Click on "住宿登记申报" (Residence Registration Declaration).

Step 6: Click on "New Record" to create a new registration entry.

Step 7: Complete all necessary information. Upload the same certificate images as required in Alipay (passport page, visa page, last entry stamp page), then click "Next" to finish the registration.
